| PROJECT MANAGEMENT AND STRUCTURAL FUNDING Intention and financial resources alone are not enough the implement projects. Professionalism is a key factor in both planning and implementing. Beside the lobby activities, professionalism is fundamental when preparing the necessary documentation in order to finance and successfully implement projects, as well as in order to obtain private and public funding. Widespread knowledge of different project management and structural fund (cost-benefit analysis, urban development strategies, project appraisal, related regulations etc.) methodologies will enable the candidate to get EU funding.
INSTITUTIONAL DEVELOPMENT AND PROGRAMME EVALUATION Hungary will obtain about 22,6 billion euro between 2007-2013 within the framework of the European Unions' Regional Policy. The amount above is supplemented by the national funding and private capital (own-resource of projects) may cover even about 10% of the average GDP growth of the country in the following decade. Spending such a huge amount of money in a professional way before the deadline is an extraordinary challenging issue. The challenge is great indeed, as the efficient utilization of EU funding can be key in catching up to the EU development level, however, the irresponsible utilization will descend Hungary to a third-grade, peripherical country. The institutional and programme evaluations (ex-ante, mid-term, ex-post etc.) based on solid and well-defined methodologies assist to the implementation system in utilizing resources efficiently.
